3560: Policy-map Trust State vs Port Trust State

hello,
I have read in the 3560 switch software configuration guide that a policy-map trust state and a port trust state are mutually exclusive and whichever is configured last it takes effect.
But I have tested this in my lab and I have found that the Policy-map trust state has always preference. I have tried all the possible options and the "trust whatever" in the policy-map is the command used for trusting traffic. It doesn't matter what you configure in the "mls qos trust" command.
